Background
As part of the development of Local Strategic Partnerships (LSPs) those supported by Neighbourhood Renewal Funds are required to develop a local 'Action on Learning Plan' following the framework outlined in 'The Learning Curve'. Learning Partnerships are tasked by the Government to maximise the involvement of learning in local regeneration.
The Learning Partnership, Leicester City Council Lifelong Learning Division, Leicestershire Learning and Skills Council (LSC) have been working with the Leicester Strategic Partnership (City LSP) to develop the 'Action on Learning Plan for Leicester'. This has been approved by the City LSP and some needs-analysis activity has been undertaken. It is intended that a portfolio of briefing, delivery of specific learning opportunities and 'signposting' towards more generic learning will begin shortly with those who are linked to the LSP and the organisations they represent.
Project details
This project will take the approach and activity piloted in the city and develop it in the context of the unfunded LSPs at district and county level. The outcome will be a portfolio of learning opportunities which will support individuals in developing the skills needed for neighbourhood regeneration.
These may be existing programmes developed elsewhere, which are made available locally, programmes developed locally specifically for this local need, guidance to other opportunities, or briefings about matters of importance.
Location
Following needs-analysis the project will target two districts in Leicestershire. As part of the sustaining of the project it will then 'roll-out' activity to all districts in the county.
As part of this project we will do the following:
- April 2004-December 2004 - Carry out needs analysis with two district LSPs as a way to check that the messages received in the city about the learning needs for regeneration and to support community strategies are transferable.
- January 2005-December 2005 - Develop and pilot a portfolio of activities which provide practical skills and knowledge support for the regeneration activity of the LSPs; involving 40 learners from LSPs and other organisations and agencies.
- January 2006 - Sustain and continue the delivery more widely using other resources.

Steps to be taken
- A portfolio of training packages to support the development of the skills needed for regeneration and to support community strategies.
- Needs-analysis to test the composition of that portfolio.
- Pilot delivery.
- Sustained as a package to be delivered by existing providers in each district council area.
