Background
Ibstock is a large village situated within the North West district of Leicestershire. Traditionally the main employer has been the coal industry but over recent decades this has demised and as a result the area has suffered from high unemployment, low skills, low incomes, etc.
Welfare role
Ibstock Miners Welfare has played an important role for the local community of Ibstock. In recent years, however, the expectations and needs of the community have increased and investment and the quality of the facility has declined. This has resulted in trustees and other interested parties such as the district council and coalfields regeneration partnership coming together to identify the needs and the future recourses required within the area.
Need for additional facilities
In 2001, the coalfields regeneration partnership provided £5,000 towards a feasibility study to identify the need and demand for the facility. This study identified the need for a multi-purpose community facility on the miners' welfare site.
The project has to engaged consultants to update the information of the original study carried out during 2001 and to develop it into a detailed needs analysis and business plan which will include milestones, outputs, clear timetable, management arrangements, income and expenditure arrangements and potential funders.

Facility development
- To provide facilities needed within the area based on the research carried out.
- Define a clear strategic need and ensure the facility is developed in line with the strategy.
- Provide a clear management structure, cash flow, etc. on which the centre and be effectively managed.
People development
- Develop the human resources within the village and surrounding area.
- Provide the opportunity to strengthen the economic base and employment opportunities.
